A street scuffle outside the mayor’s mansion turned into a bomb-tech scene, and now New York is staring at an uncomfortable question: was this political theater that spun out, or something closer to targeted violence?
What You Should Know
NYPD says a device ignited and thrown during clashing protests outside Gracie Mansion was an improvised explosive device, not a hoax. Two Pennsylvania teens were arrested, and the FBI New York Joint Terrorism Task Force is investigating.
The demonstrations unfolded outside Gracie Mansion, the official residence of Mayor Zohran Mamdani, on Manhattan’s Upper East Side. NYPD Commissioner Jessica Tisch said the original protest was tied to people associated with Jake Lang, a pardoned Jan. 6 rioter and far-right influencer.
A Protest Line Turned Into a Bomb Squad Call
According to the NYPD’s account, roughly 20 people showed up to the initial anti-Islam protest around 11 a.m., while about 125 joined a counterprotest. Officers separated the groups into designated areas, but tensions kept rising.
Police said that around 12:15 p.m., someone from the initial protest used pepper spray on counterprotesters, and that suspect was arrested. Minutes later, Tisch said an 18-year-old counterprotester, Emir Balat of Pennsylvania, lit and threw an ignited device toward the other side, with witnesses reporting flames and smoke as it struck a barrier near officers.

In verified videos cited by CBS News, a man can be heard yelling “Allahu Akbar” at the moment the device is thrown, although the footage does not make clear who shouted the words. Tisch described the thrown item as a jar wrapped in tape with nuts, bolts, and screws, plus a hobby fuse.
The TATP Question and the Federal Angle
Tisch later said the NYPD Bomb Squad conducted a preliminary analysis and found the device was not just a smoke bomb. In a statement, Tisch said, “The NYPD Bomb Squad has conducted a preliminary analysis of a device that was ignited and deployed at a protest yesterday and has determined that it is not a hoax device or a smoke bomb. It is, in fact, an improvised explosive device that could have caused serious injury or death.”

Law enforcement sources told CBS News that investigators were examining whether at least one suspect was inspired by ISIS extremist messaging, a detail that raises the stakes well beyond disorderly conduct. CBS News also reported sources saying the devices contained triacetone triperoxide, or TATP, and were built with fragmentation and a fireworks-style fuse.
What Happens to the Mayor’s Front Steps Now
The NYPD confirmed Mamdani was inside Gracie Mansion during the demonstrations, and the mayor’s office said Mamdani and the First Lady were safe. Police said no other devices were found during searches of the area, and Tisch said there was no indication the incident was related to the war with Iran.
Six total arrests were reported, including Balat, a 19-year-old from Pennsylvania identified as Ibrahim Nikk, and the pepper spray suspect. With the FBI now involved, the next chapter is likely to be fought in charging decisions, digital evidence, and motive, not on the sidewalk where the groups first squared off.
