Gracie Mansion is supposed to be a symbol of calm power, the guarded front porch of New York City government. On March 7th, 2026, it became a crime scene, after authorities say two teens showed up to a protest with homemade explosives, and one device was ignited in the middle of the crowd.

What You Should Know

Federal prosecutors say 18-year-old Emir Balat and 19-year-old Ibrahim Kayumi were arrested outside Gracie Mansion on March 7th, 2026, and charged in an alleged ISIS-inspired plot involving homemade explosive devices at a protest near the mayor’s residence.

Mayor Zohran Mamdani, a rising political target in a city that lives on symbols, found his official residence pulled into a case now led by the FBI’s Joint Terrorism Task Force. The suspects, both from Pennsylvania, are accused of bringing multiple devices into Manhattan, not just making threats online.

The Charges, and the Ingredients

Prosecutors unveiled a stack of federal counts that reads like a terrorism checklist: attempted provision of material support to a designated foreign terrorist organization, use of a weapon of mass destruction, transportation of explosive materials, and unlawful possession of destructive devices, among others.

Authorities say the devices were built for maximum harm, not noise. New York City Police Commissioner Jessica Tisch said preliminary testing found triacetone triperoxide, known as TATP, in one device, and investigators described fragmentation material such as nuts and bolts packed alongside the explosive components. Manhattan U.S. Attorney Jay Clayton put it plainly: “These were ISIS-inspired actions.”

The Protest That Set the Stage

The backdrop matters because it is where the story gets politically loaded. Tisch said the anti-Islam protest outside Gracie Mansion was organized by people associated with Jake Lang, a pardoned January 6th rioter and far-right influencer, while more than 100 counter-protesters also gathered, according to CBS News reporting.

Police say the suspects were angered by the anti-Islam demonstration, yet investigators also allege the pair admitted their actions were inspired by ISIS propaganda, a contradiction that turns a street clash into a federal terrorism narrative. Tisch said, “This was not random violence.”

Investigators say Balat threw two devices during the confrontation, with one ignited device failing to explode. The NYPD said another suspicious device was later found in a vehicle on East End Avenue, prompting limited evacuations while the bomb squad assessed and removed it, and Tisch said handwritten notes in the vehicle referenced TATP and listed chemical ingredients.

What Happens Next

The FBI said it conducted a court-authorized search of a storage unit in Pennsylvania tied to the case, and Tisch said search warrants were executed at the suspects’ residences. Authorities are also scrutinizing overseas travel, including trips to Istanbul and, for one suspect, travel to Saudi Arabia, as investigators map out contacts and communications.

For Mamdani, the immediate stakes are security and control of the storyline, because the scene outside his home fused protest politics with terrorism charges in a single afternoon. For prosecutors, the next pressure point is evidence: what the devices contained, what the suspects wrote or said, and what turns up in seized phones, notes, and storage units.
